Parent and Family Engagement Policy/Plan and Procedures

PART I-SCHOOL PARENT AND FAMILY ENGAGEMENT POLICY/PLAN REQUIRED COMPONENTS

  1. Yellow Branch Elementary School will jointly develop/revise with parents the school Parent and Family Engagement policy/procedures and distribute it to parents of participating children and make available the Parent and Family Engagement policy/procedures to the local community.

 

  • Yellow Branch Elementary School revised the School Parent and Family Engagement Policy/Procedures on October 14, 2025.  A copy will be made available to the local community through our school webpage and our Parent Center at YBES no later than November 7, 2025.  

 

  1. Convene an annual meeting, at a convenient time, to which all parents of participating children shall be invited and encouraged to attend, to inform parents of their school’s participation under this part and to explain the requirements of this part, and the right of the parents to be involved.

 

  • Yellow Branch Elementary School hosted a Back to School Event on August 6, 2025.  Our teachers reached out to families by phone to set appointments. The Title I Annual Meeting was held in each classroom via a PowerPoint presentation. This time was also used to begin forming relationships and to provide families with important information to help students better prepare to achieve socially and academically.  

 

  1. Offer flexible meetings, such as meetings in the morning or evening, and provide, with funds provided under this part, transportation, child care, or home visits, as such services related to Parent and Family Engagement.

 

  • All YBES teachers and administrators are available to meet with parents by phone, Google Meet, or in person as needed and scheduled. 
  • Parent/teacher conferences will be held with flexible times available to accommodate parents’ schedules, 4 ½ weeks before report cards go home each quarter. Virtual options will be made available to accommodate parents’ needs. 
  • YBES Back to School Day Event offered day and evening appointment times for families. 

 

  1. Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of the school plan under Section 1112, schoolwide under Section 1114, and the process of school review and improvement under Section 1116.
  • A Fall 2025 Parent Survey will be sent to families and used to help support student and parent needs.
  • Surveys are provided after each Title I Parent/Family Engagement Event. 
  • CCPS Title I Year-End Review Meeting 2026

 

  1. Provide parents of participating children—
    1. Timely information about programs under this part.

 

  • The Parental and Family Engagement Plan will be made available to parents via the school webpage and the Parent Center in the foyer of Yellow Branch Elementary School.

  • The Parent/Teacher/Student Compact was read and signed at the Title I Annual Meeting on August 6, 2025.

 

  1. A description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure student progress, and the proficiency levels students are expected to meet.

 

Curriculum

  • The curriculum is a coherent and comprehensive plan for teaching and learning built upon a framework that promotes continuity and the cumulative acquisition and application of skills.  Campbell County School Board curriculum meets or exceeds the requirements of the Code of Virginia and regulations of the Virginia Board of Education and, at a minimum, is aligned to the Standards of Learning. 
  • The Standards of Learning (SOL) for Virginia Public Schools establish minimum expectations for what students should know and be able to do at the end of each grade or course in English, mathematics, science, history/social science and other subjects.
  • Identified students receive specific intervention instruction through Title I or Special Education Services.

 

Academic Assessment

  • SOL tests are administered in reading, writing, mathematics, science and history/social science in grades three, four, and five to measure the success of students in meeting the Board of Education’s expectations for learning and achievement. In addition, Student Growth Assessments will be administered in reading and math only for grades 3-5.  Parent reports are sent home after assessments to share student results.  
  • MAP, or the Measure of Academic Progress, is a computerized adaptive test that is administered at the beginning, middle, and end of the school year to help teachers, parents, and administrators improve learning for all students and make informed decisions to promote a child's academic growth.  Parent reports are sent home after assessments to share student results.
  • The Virginia Language and Literacy Screening System (VALLSS) is a screening tool used at Yellow Branch Elementary School. The major purpose of VALLSS is to identify those students who are below grade-level expectations in literacy areas and may require additional reading instruction.
  • VALLSS is administered three times a year; at the beginning of the school year, mid-year for students who did not meet the fall benchmark, and at the end of the school year. 
  • Dynamic Indicators of Basic Early Literacy Skills (DIBELS) is a screening tool used at Yellow Branch Elementary School for students in grades four and five that measures literacy skills including oral reading fluency and reading comprehension. The major purpose of DIBELS is to identify those students who are below grade-level expectations in these areas and may need additional reading instruction.
  • VKRP (Virginia Kindergarten Readiness Program) is given at the beginning and end of the school year. 

 

  1. If requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practically possible.

  • Attendance can be monitored regularly through the parent portal and automated absentee calls are made daily. 
  • Teachers sent home welcome letters or made phone calls to each student before Back-to-School day.

  1. If the school wide program plan is not satisfactory to the parents of participating children, submit any parent comments on the plan when the school makes the plan available to the district.

 

  • Yellow Branch Elementary School is prepared to submit any unsatisfactory comments on the plan from parents of participating children when they have concerns. 

 

PART II REQUIRED SHARED RESPONSIBILITIES FOR HIGH STUDENT ACADEMIC ACHIEVEMENT

As a component of the school-level Parent and Family Engagement policy, each school shall jointly develop with parents for all children served under this part, a school-parent compact that outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement.

  • The Parent/Teacher/Student Compact was read and signed at the Title I Annual Meeting on August 6, 2025. 

-Conduct a parent/teacher conference in elementary schools, annually (at a minimum), during which the compact shall be discussed as the compact relates to the individual child’s achievement.

  • Parent/Teacher conferences are held four times per school year and as requested by parent or teacher.  Parent/teacher conferences will be held with flexible times available to accommodate parents’ schedules 4 ½ weeks prior to report cards going home each quarter. Virtual conferences will be made available to accommodate parent’s needs. 

-Provide frequent reports to parents on their child’s progress.

  • Parent/teacher conferences will be held in person and virtually with flexible times available to accommodate parents’ schedules 4 ½ weeks prior to report cards going home each quarter to discuss progress and action plan. 
  • Parents have access to student grades at all times by accessing Parent Portal.
  • Report cards are sent home every nine weeks. 

-Provide parents with reasonable access to staff, opportunities to volunteer and participate in their child’s class and observation of classroom activities.

  • Parents can communicate with staff via email, phone, and online conferencing.
  • Parents are encouraged to visit the schools on scheduled days for conferences with teachers, assemblies, PTO meetings, volunteer service, and other school programs.

- Ensuring regular two-way, meaningful communication between family members and school staff, and, to the extent practicable, in a language that family members can understand.

BUILDING CAPACITY FOR PARENTS AND STAFF – REQUIREMENTS FOR ENGAGEMENT

To ensure effective involvement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement, each school and district must:

  1. Assist parents in understanding the challenging State academic standards, how to monitor a child's progress, and work with educators.
  • The Campbell County website provides information and links for parents to access the Virginia Department of Education Standards of Learning (SOL). 
  • Parents can monitor their child’s progress by conferencing with the teacher, reviewing report card grades, and reviewing MAP testing reports and SOL test reports.

 

  1. Provide materials and training to help parents to work with their children, such as literacy training and using technology (including education about the harms of copyright piracy).
  • Parent brochures are available to parents
  • Parents have access to the Parent Portal to check student information including attendance and grades.
  • The YBES Title I Page found on the Yellow Branch Elementary School website provides resources for parents.
  • Additional Title I resources are available on the Campbell County Schools website for parents.
  • Parent events are designed to help parents understand what their child is learning and how to best help at home. 

 

  1. Provide professional development to teachers, specialized instructional personnel, and other staff on the value of parent and their communities to increase academic achievement.
  • Teachers are provided with training at monthly faculty meetings and in-services given by Literacy Coaches. 
  • Title I teachers are provided with in-service training by the Director of Elementary Education, the CCPS Title I Coordinator of Elementary Education, and literacy coaches.

 

  1. Coordinate and integrate parent engagement programs and activities with other Federal, State, and local programs, including public preschool programs, and conduct other activities, such as parent resource centers, that encourage and support parent engagement.
  • Trade books, manipulatives, and packets of information are given to parents at Pre K/Kindergarten screening and registration days. 
  • A division-level Pre K institute is mandatory for all incoming parents and students entering the Pre K program.

 

  1. Ensure that information related to school and parent programs, meetings, and other activities is sent to the parents of participating children in a format and, to the extent practicable, in a language the parents can understand.
  • Important information shared between home and school will be made available to parents in their requested language.
  • Send home notifications in advance for each event.
  • Events are announced through school newsletters, school websites, and School Messenger.

 

The following are allowable activities:

  1. May involve parents in the development of training for teachers, principals, and other educators to improve the effectiveness of such training. 
  • Title I Parent Advisory Council

  1. May provide necessary literacy training from funds received under this part if the district has exhausted all other reasonably available sources of funding for such training.
  2. May pay reasonable and necessary expenses associated with local Parent and Family Engagement activities, including transportation and childcare costs, to enable parents to participate in school-related meetings and training sessions. 
  3. May train parents to enhance the involvement of other parents.
  4. May arrange school meetings at a variety of times, or conduct in-home conferences between teachers or other educators, who work directly with participating children, with parents who are unable to attend such conferences at school, in order to maximize Parent and Family Engagement and participation. 
  • Yellow Branch Elementary School  staff members schedule conferences to accommodate parents’ schedules. 
  • Staff members also hold phone and virtual conferences when necessary.
  1. May adopt and implement model approaches to improving Parent and Family Engagement. 
  2. May establish a district parent advisory council to provide advice on all matters related to Parent and Family Engagement in programs supported under this section. 
  • Title 1 Parent Advisory Council holds meetings 
  1. May develop appropriate roles for community-based organizations and businesses in Parent and Family Engagement activities. 

PART III-ACCESSIBILITY REQUIREMENTS

In carrying out the parent and family engagement requirements of this part, local educational agencies and schools, to the extent practicable, shall provide opportunities for the informed participation of parents and family members (including parents and family members who have limited English proficiency, parents and family members with disabilities, and parents and family members of migratory children), including providing information and school reports required under section 1111 in a format and, to the extent practicable, in a language such parents understand. 

  • Important information/reports shared between home and school will be made available to parents in their requested language.

PART IV-ADOPTION – This Yellow Branch Elementary School Parent and Family Engagement Policy/Procedures have been developed/revised jointly with, and agreed upon with, parents of children participating in Title I program, as evidenced by meeting minutes.

The Parent and Family Engagement Policy/Procedures were developed/revised by Yellow Branch Elementary School on October 14, 2025 and will be in effect for the period of 2025-2026.  The school will make the Parent and Family Engagement Policy/Procedures available to parents of participating Title I children and to the community on or before November 7, 2025.
